Virginia Ford
President
Virginia Ford has been a Board of Education member for 12 years.
Currently the Board’s President and Chairperson of the Board’s Policy
Committee, she also has served as Secretary and Vice President. Mrs. Ford
has been a resident of Park Forest for 36 years and her three children
attended District 163 schools. She is a Realtor with Coldwell Banker.

Margaret McDannel
Vice President
Margaret McDannel has been a Board of Education member for 12 years and
has served a term as Board President. She currently serves as Board Vice
President and Chairperson of the Board’s Finance Committee. Mrs. McDannel
is Traffic and Security Manager for Gold Enterprise in Chicago Heights.
She has been a resident of Park Forest since 1959.

Paul Jasinevicius
Paul Jasinevicius was elected to the District 163
Board in April 2007. Previously, he was a member of the Rich Township
District 227 school board from 2003 to 2007 and served as its secretary
from 2004 to 2007. He also served as the District 227 Board’s Property
Committee chair, co-chair of the Master Facilities Planning Committee,
and Technology Committee chair.
A Park Forest resident, Mr. Jasinevicius has been a
real estate broker/owner for the past 23 years and is involved in local
issues that affect the community. He has volunteered at PADS as a monitor
and fund-raiser. He is active as an advocate for fair taxation, business
development and school funding reform. Mr. Jasinevicius and his wife,
Kirstie, have two children who are products of the District 163 schools.
He noted that he believes every child can be successful and firmly
believes that community involvement in the public school system is
essential for its viability. Mr. Jasinevicius is a member of the Board’s
Education Committee and the Legal Action Watch Committee. He also is the
Board’s representative to SCOPE and the National Association of School
Board’s NAAN.

Kim Elmore-Perkins
Secretary
Kim Elmore-Perkins, a Park Forest resident and early childhood
educator, was elected to the Board to serve a four-year term in 2005. She
was elected Board secretary during the reorganization of the Board
following the 2007 election. Ms. Elmore-Perkins is highly active in Park
Forest as a mediator, commissioner of the Equal Employment Opportunity
Review Board, Fair Housing Review Board, and Zoning Appeals Board. Ms.
Elmore-Perkins serves as the Board’s liaison to the Village of Park
Forest. She is a member of the Board’s Finance Committee and she is the
Board’s representative to the Illinois Association of School Boards.

Cheryl Franklin
Cheryl Franklin was elected to the Board in April 2003 and re-elected in
April 2007. She is chairperson of the Board’s Education Committee and a
member of the Board’s Legal Action Watch Committee. Mrs. Franklin also is
the Board’s representative to the SPEED Cooperative and the Board’s
liaison to the City of Chicago Heights. She is a school secretary in
School District 169 and she is a North Regional Director of the Illinois
Association of Educational Office Professionals. Mrs. Franklin is a
lifelong resident of Chicago Heights. She has a son who is a District 163
student and another son who is a District 163 graduate.

Melvin Pumphrey
Melvin Pumphrey, a Chicago Heights resident, was appointed to the Board
in 2005 to fill a vacancy. He was returned to the Board for a two-year
term in the 2007 election. Countless hours of volunteering at Beacon Hill
Primary Center piqued Mr. Pumphrey’s interest in the Board. A retired
businessman, Mr. Pumphrey continues to volunteer his time in all of the
District’s schools while tending to his Board duties, which include
serving as liaison to the City of Chicago Heights. He also is a member of
the Board’s Finance Committee and Legal Action Watch Committee. Mr.
Pumphrey is a Board representative on the District’s SEEK Committee.
All Board members serve on the Board’s Policy Committee.
